Traditionally it is not the Kaav Xiwm's job to call and help find people to fullfill the postions at the funeral.
This task traditionally resides with the household of the deceased not the Kaav Xiwm.

The Kaav Xiwm's job is to fix and resolve any issues that can happen before or during the funeral. Whether the issue is personal or public in nature.
This position is the head of the funeral and all other positons full under this positions. If other positions are falling short and tasks can not get done. It is this positions resonsiblity to resolve those issues.
When you are offered the position of Kaav Xiwm you should first ask who you should go to in case of issues.
